It is an incomplete building and it was initially approved for 4 story building and he decided to make it 5 story building which if it is in an environment that the law works very well, the building would have been demolished by now because he is endangering people's life.

What are you going to court when you have paid? If they want to demolish that structure they will even if has fallen short of the law. How can a government approve a four storey building and you go ahead to build five storey building? Is it how it's done in Lagos? The Governor is lenient by even going through the fine route else for such technical errors the building should be on the ground for not meeting building codes sincerely.
