Depends. You could go ahead and do your plastering, but the plaster won't extend to the grooves for the door and window fittings. Then after plastering, you can fit them in. Or you can install the doors and windows and take care that they don't splatter cement on them during plastering

@Babatiara plastering before is a good idea to avoid spillage of cement mixture on doors and windows. When it comes to this part in construction artisans might not be so careful.

I live in a swampy area where there's construction work all year round and until now not one of these jobs has had a DPC & DPM and it's always surprising. They prefer to mask the fault using external wall tiles and internal screeding

This is subframe, if you are to get one it will be between the range of 7k to 10k.

I will advice you to buy planks and you saw them to 2" or 2.5" and let you carpenter nail it for you, it will be cheaper that way.
