If you were half as intelligent as you sounded, you would pay close attention to the self-absolving dubious statement, "properly linked". It should tell you that they were linked but the systems put in place by telcos either failed to retain the data or lost it all together through glitch. In their usual insincerity, they pass the blame on to the customers. Most of the people being asked to come link, did so at the point of purchase or during designated exercises.

How are 30 million lines active without previous NIN linkage? I refer you back to 'properly linked'.
