Since the Obasanjo 2nd term through Yar'Adua/Jonathan regime and then Buhari's 8years APC rule, we are still talking about power generation capacity that has refused to shoot far beyond 4000MegaWatts.

If Tinubu concludes his 8yr regime and we cannot boast of power generation beyond 10,000MW that is still very poor, then I would know that it is a deliberate plan by the ruling class not to grow our electric power capacity.

So how does thermal and rain relate?

The demand for power from households remain low during cold season allowing the energy companies manage the distribution of their energy. The need for air-conditioners, drastically reduces because of cold weather. I manage my company energy utility and I know when consume less during the cold weather. This is apart from the fact that the hydo electric plant in the country are able to generate and contribute at full capacities during this period. If you add the effect of high energy demand in the heat season to the fact that this is when hydro plants are not at their optimal capacities, you will understand why there are usually energy challenges in hot season. Design of energy requirements of a place ought to be matched to peak periods, which for Nigeria is our hot season, elsewhere it is winter period.
