Guestlander:That is neither true nor fair. Crude oil and petroleum are 2 of the most international products in the world. It is not about serving 'your nation'. Companies, irrespective of their country of origin are selling crude oil 24hrs a day to whoever is interested. The fact that Shell explore oil in the Niger delta doesn't mean they care whether they sell to a Nigerian company or a company in Colombia. Everybody is buying from wherever they can get. The US is the largest producer of crude oil, and it produces more than it needs, but US refineries still buy from other countries if they get a better deal. Companies are in business to make money. Whoever is ready to pay, they will sell to. They don't care about country or no country. If Companies in the country they are located in aren't ready to pay their price, they will sell to another company in another country. The fact that Shell or Mobil explore crude oil in Nigeria doesn't mean they'll feel sorry for Nigeria and sell to a Nigerian company if it is not convenient to do so. |

DeLaRue:The US produces more than they need but during the OPEC oil crisis in the 70's according to reports released by the CIA several years later, the US actually considered seizing the Niger Delta oil if the embargo persisted. If the US would consider such an extreme measure to protect the well-being of their economy and by extension the well-being of the Americans people why are we so lackadaisical about the well-being of our own people? |

9jatriot:To disprove the Kachiukwu guy, why has the federal government own refineries not working up till now, if there are no sabotaged? Billion of dollars have been spent to bring the refineries up to working conditions. Promise upon Promise that the refineries will work at certain dates are all empty. Definitely, the group of people who are addicted to seeing Nigerians and Nigeria importing petroleum products are desperately trying to stop Dangote from refining crude oil to finish petroleum products for Nigerians consumption. Tinubu government needs to take a decisive action against the selfish business men. |

This Kachikwu is high on cheap weed. Who are the bigger players? We are talking about a refinery in Nigeria and not an exporter of crude oil. When you say bigger players you mean other refinery abroad right? Who should be bigger? Nigerian home refinery or abroad refineries? This man is one of the cabals sabotaging our local refinery obviously. |

The Nigerian Petroleum Industry Act (PIA) of 2021 introduces comprehensive reforms in the country's oil and gas sector. Concerning the supply of crude oil to local refineries, the PIA has several provisions aimed at ensuring that domestic refineries have access to crude oil, thereby boosting local refining capacity and reducing dependency on imported petroleum products. ### Key Points Related to Crude Oil Supply to Local Refineries: 1. Obligations for Domestic Supply: - The PIA mandates that a specific percentage of the crude oil produced in Nigeria must be reserved for domestic consumption. This is intended to ensure that local refineries have sufficient crude oil to process, thereby promoting local refining activities. 2. Crude Oil Pricing: - The Act stipulates that the price of crude oil supplied to domestic refineries should be market-driven. However, there is also a provision for the government to intervene if necessary, ensuring that prices are fair and do not hinder the operation of local refineries. 3. Domestic Crude Allocation: - The Nigerian National Petroleum Corporation (NNPC), or its successor (now known as NNPC Limited), is responsible for ensuring that crude oil is allocated to local refineries. The allocation process must be transparent and aligned with the broader goals of the PIA, such as increasing local production and ensuring energy security. 4. Support for Refinery Development: - The PIA also includes incentives for the development of new refineries and the expansion of existing ones. These incentives are designed to encourage investment in the refining sector, with the ultimate goal of achieving self-sufficiency in petroleum product supply. 5. Strategic Reserves: - The Act provides for the establishment of strategic petroleum reserves, which include provisions for crude oil. This reserve is intended to ensure that the country has a buffer in times of crisis or when there is a significant disruption in the global oil market. In summary, the PIA aims to ensure that local refineries in Nigeria have adequate access to crude oil, with provisions for a market-driven pricing mechanism, obligations for domestic supply, and incentives to boost local refining capacity. These measures are part of the broader goal of transforming Nigeria's oil and gas sector and reducing reliance on imported petroleum products. The specific sections of the Nigerian Petroleum Industry Act (PIA) that deal with the supply of crude oil to local refineries are primarily found in Part III, which discusses the fiscal framework, including provisions related to domestic crude oil supply obligations. Here’s a key excerpt: ### Section 109: Domestic Crude Oil Supply Obligation 1. "The Commission shall ensure that domestic crude oil supply obligation is made on a fair and equitable basis to satisfy domestic consumption requirements." 2. "The price of crude oil and condensates supplied to licensees or lessees of a crude oil refining license for domestic consumption shall be the prevailing market price, unless otherwise determined by regulations made by the Commission." 3. "The Nigerian National Petroleum Corporation (NNPC) or any other entity that holds domestic crude oil supply obligations shall allocate crude oil to refineries in accordance with this Act." ### Section 110: Regulation of Domestic Crude Oil Supply 1. "The Commission may, by regulation, prescribe the framework for the allocation of crude oil to local refineries, ensuring that local refineries are supplied in a manner that promotes local refining capacity." 2. "The framework may include incentives for refineries to encourage the refining of crude oil within Nigeria." These sections emphasize the commitment to ensuring that local refineries are supplied with crude oil to meet domestic demand, with a pricing mechanism that reflects market conditions, unless otherwise regulated by the Commission. The provisions also provide the legal basis for the Commission to create regulations that would promote local refining capacity, ensuring that the goals of self-sufficiency and energy security are achieved. |

jaxxy:Who are the competing Nigerian refineries to Dangote? Zero, nill. Try to understand an issue before analysing it. Dangote is asking for special treatment for a private company. He usually gets his way but not in this case. He wants to pay cheaper for crude than the IOC will get selling in the open market with their existing contracts. The only way to get such a deal is from the government not from foreign private companies. BTW, the foreign players in Nigeria deal with crude oil, not petrol. NNPC is the sole importer of petrol, so they have nothing to do with price fixing. |

tishbite42:What is a contract? A contract is a legally binding promise NNPC is not a private company. It is a public corporation 100% run by govt. Govt runs with promises to the citizens. While no one is disputing the importance of contractual agreements, it does not in any way invalidate the need for NNPC as a public concern to be able to match up its words with actions. Dumebi can even crank it up a notch and tell us that we shouldn't hold NNPC accountable for our refineries not working since we don't have a contract with NNPC to get our refineries working. |
