This is a very wrong mindset. He will find many who are still honest. Stop generalising. I have met with some and I can boldly say that there are still honest people irrespective of the economic hardship.

There are still genuine people who needs that help. I'll rather toil to get one genuine person and help than just spread my largesse on criminally minded people.
