Sharing the picture, Mallam Jabeer clarified that the water would have to be bought or families would not have access to water at all.

I served in the North, I was using my allowee to encourage my beloved northern friends. They're really suffering, some don't do anything and have nothing to do. Some are very hardworking though. These people are not really bad as per say, they're a Beloved people with a cursed leader that prefer to eat on the mat with them but never empower them.

If that man had, in the 7 years he served as governor of Anambra State, set up a decent working Water purification plant in one of the many LGAs in the state and had clean drinking water supplied to even 1/10th of the population in the LGA, he would have maybe set himself apart from all the other Kakistocrats Nigeria has had in the last 25 years. It's already stated in the pic you posted that EEDC is the major culprit, meaning that the facility is there but the residents do not have water because there is no light to pump just like what we're facing in bayelsa with the total Blackout due to vandalism of electric installations.
