Maybe Nigerian law and South Africa laws are different.
Because it seems difficult for Nigerian to understand citizenship laws.

The South african home affairs said she does not have valid south african id, how can you have passport if you don't have valid id.

I am not saying she does not have ID, hone affairs said she does not have ID.
Fyi, home affairs is the department that looks after all the IDs of SA citizens.
