The Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN) has queried high influx of Indians in the oil and gas industry in the country.

Mr Festus Osifo, PENGASSAN’s President, said Indians were taking over low-level jobs in the sector in blatant abuse of the expatriate quota system.

Osifo raised the concern at the closing of the 3rd edition of the three-day Energy and Labour Summit in Abuja on Friday.

The theme of the summit is: “The Future of Nigeria’s Oil and Gas Industry: Energy Mix, Energy Security, Artificial Intelligence, Divestment, and Crude Oil Theft”.

Osifo said that the increasing dominance of expatriates, particularly Indian nationals in the sector was alarming.

They are taking over low-level jobs, which is a blatant abuse of the expatriate quota system. In Sterling Oil today, it will amaze you to discover that we have more Indians working there compared to the number of Nigerians.

In fact, up to vulcanizers, you have Indians carrying out such low jobs and functions in all their plants as operators and some are even gate keeping operators,” he said.

Osifo said the union has been engaging the Nigerian Content Development Monitoring Board(NCDMB) to address the issue but to no avail.

According to him, today Nigerians are looking for jobs, our graduates who are out from the universities are looking for work to do.

“But we keep granting expatriate quota to these Indian companies and they have abused it,” he said.

He alleged that the companies have manipulated the system by registering numerous Shell companies to facilitate the influx of expatriates.

He said they have registered over 200 companies to perpetrate the act.

“When they are bringing in 10 Indians, they will use one company. Tomorrow, when they are bringing in another 20, they will use another company. So, if you check, you will discover that over 100 or 200 companies registered spread these Indians across board,” Osifo said.

He said that PENGASSAN had engaged in extensive stakeholder discussions over the past two years to address the issue without result.

“What is left for us might probably be confrontation. We are fully prepared because we cannot be slaves in Nigeria.

“Nigeria’s oil resources belong to Nigerians and it should benefit them first and foremost. It doesn’t belong to Sterling or any other,” he said.

He called on the Federal Government to act fast and to protect Nigerian workers’ rights and opportunities.

Osifo said the number of Indian nationals employed at Indorama’s facilities in Port Harcourt surpasses that of Nigerians.

He said they were paid in U.S. dollars while Nigerian workers grapple with the effects of currency devaluation.

“This situation is unacceptable and it must be addressed now,” Osifo said.

He urged authorities concerned to take decisive action against companies exploiting the expatriate quota system to the detriment of Nigerian workers. (NAN).

When you go on strike every week and month, serious organizations will find back up but it seems that in this case, back up guys used during your frequent industrial strikes are now converted to permanent staff to replace you guys.

Though it's not without its own problems but the alternative of your frequent disruption with industrial strikes in a perishable oil and gas industry that runs mostly on huge multibillion dollars loan credit system from shylock commercial/investment banks is grim.

The oil companies have not broken any law by having back up when you go on strike. I was shocked that even ordinary transfer of oil well ownership from IOCs to indigenous oil companies, you guys shut down and declared strike over what you can resolve with your fellow Nigerian companies. Smh.

You're same folks who went on strike because LP's strong man and NLC President, was attacked during his political role in local Imo state , his home state, elections that has absolutely nothing to do with your oil industry. So which serious organization will continue to bank on your strikes even on issues not related to your industry? Nil!

You have 'played' with your jobs for too long and your employers seem fed up.

Nepotism and quota system from you the elites caused many qualified youths to turn their eyes away from Oil Jobs.

A guy with First class from Oyo state will be discarded for a 3rd class from Katsina because of man know man. All these made youths to shy away from government and oil jobs.

Funny! Nigerian engineers don't even want to do the jobs that the Indians are doing here, because the pay is poor. Our engineers prefer to go to Middle East, Europe and North America, where the pay is good. If Nigerian companies pay well, more Nigerian engineers will stay here and suffer with the Indians. For now, the Indians are the only one willing to do certain jobs in the oil and gas sector and go home in a molue staff bus.

Nigerians are what I will call stupid thieves.

We literally have no problem with looting our employer to death - even when we know there is no job after the company dies.

Employers know this and are choosing the lesser evil.

Someone confided in me that one olodo from India, was brought into the company he is working with. The company management asked a Nigerian technician to teach the Indian olodo. After like 8 months, the Indian olodo was promoted to head the Nigerian technician in his department.

You're lying. We have competent and trustworthy Nigerians. We have technical know how not like the old days when knowledge were hidden.

The loop hole they exploit should be blocked. And that is the method of using outsource company to recruit for a company. They can use twenty different outsource companies to recruit 50 Indians for a single company and they will still be compliant with expatriate quota. Example is that Sterling oil company. Government should just mandate it for example, total number of outsourced and directly recruited expatriate in your company should not be more than 10 when combined. National assembly should just legislate it and that's all. Most legit and reputable companies won't breach law of your country but they will look for loop hole to exploit.

This is because the government agencies we have don't protect our own citizens and always respect anything wrapped in white/yellow skin, even if it's rubbish... A lot of Africans are also parasiting on Nigeria's economy. A lot of Ghanaians, Cameroonians, Beninese, Nigeriens, Chadians are working in this country without papers, but our own citizens can't get away with such in their country.

A lot of Indians cannot match the knowledge and mental tenacity of Nigerians. Most of these guys don't even have degrees and the ones that do actually have lower grades. Their 1st class degree grades in India is equivalent to Nigeria's 2:1 & 2:2 in most cases, but employers don't know this. The real first class equivalent in India is Distinction, but trust some Nigerian employers and half-witted HR to be jumping up and down thinking they know it all and downgrading their own people.

Just keep quiet if you don't know Indians! I have worked with Indians and I know their behavior. Indians are far more dubious than Nigerians, in fact, I would trust a fellow Nigerian twice as much as I'd trust an Indian national. Same Indians who open call centers to operate fake tech support scams in their country? A whole building can be full of Indians running international scams and collecting salaries, like it's a legit business.

As for hard work, every Nigerian is hardworking, especially if you provide them with the right environment. Did you see where it was mentioned in the article that these Indians are paid in dollars (USD) while Nigerians are paid in Naira even for low level jobs like vulcanizing? Use your head and stop accepting slavery, unless you're not a Nigerian yourself.
