Kind of make sense, the south has the highest number of people that has japed. Which means their chances of receiving aid from families and friends abroad is higher, hence, the less likely to indulge crime.

North that were heavily dependent on government free money has no access to it again will have to look for alternatives, hence, the high chances to commit crime.

The report would have made sense if the crime categories were also reported.
