This will actually solve a lot of problem at once for the country. It will increase Food supply, improve the economy while also tackling insecurity. It will also help the emancipation of each region for restructuring. This is actually the best way. Not distributing food relief which won't get to anyone and besides, distributing food relief is more or less wastage without much productivity.
