You actually have it upside down. Nuclear bombs are detonated at a certain height above the ground to maximise impact. It's not born out of sympathy. But truly modern nuclear/H bombs are much more powerful than the ones detonated in WWII but certainly not 1500 times more powerful. It's more like 80 times more powerful, which is still pretty scary because it's more than enough to wipe out entire cities and raze down everything in its path with intense heat and radiation poisoning aftermath.
