This man-made one simple error, he did the transaction using the internet. That was what brought the FBI into the matter. Interstate commerce fraud is the domain of the FBI. Had he committed the fraud within the state of North Dakota, then it would have been a state matter. Some states don't have the resources to investigate all the banking fraud within their jurisdiction, but the government of the USA, that is another matter partner.
