This is not correct. NNPCL have never used the foreign reserves to import fuel, neither have they been sourcing for forex locally. They have been using a line of credit tied to a futures(using future oil production for current supplies of petrol) that was capped. Once NNPCL reached the cap, the creditors refused to lend further.
