I remember England refs officiating world cups, maybe not so many. I remember Howard Webb (with the truckload of unproven allegation against him) officiate up to 2010 world cup final and even the next tournament too🤷🏾‍♂️. It's a question of quality, and there were possibly other refs of better qualities in many other countries.
