The answer to your question is yes. The electorates are allowed to change their minds at any time. That is why the ability is recall them is embedded in the Constitution —section 69.

Lawmakers only formulate laws. It's not within their purview to implement content of law. It's the responsibility of the executive to do so. Some of our laws are been breached by the executive day in day out and nothing has been done about it.
Look at the award of contracts and procurement. Executive award contract and procure so many things that are not bidded for law. The chiefest example is the coastal road that was awarded without bidding and everybody kept mum.
The only area I fault the legislature is the oversight function. As the executive is flouting the law, they suppose initiate impeachment against them but they do nothing about it.

Recall is an electoral act that needs to be fully explored! The Supreme Court should stop deciding who won elections! INEC should use technology to gain and build voter trust and confidence.

Regardless of the decision made by the Supreme Court, the people have always had the same Constitutionally granted power to recall any and every elected official. So, if the people, for example, do not like the candidate chosen by the Supreme Court, the people have the power to remove said elected official from office by way of a recall or call for impeachment. That power has been enshrined in the constitution since 1999 and the Supreme court which also gets its power from the same Constitution can or should change that.

It is the INEC chairman that should be recalled first
