The federal government has decreed that all bank deposits made in the three eastern states, except Calabar, between May 31 1967 and January last year, should not be honoured by any bank in Nigeria.

In a decree just published in Lagos, the government says the banks may however honour as par any deposit accounts maintained before May 31, 1967, but not operated in any manner between that date and January 12 last year.

The decree says any bank which contravenes or fails to comply with any of the requirements of the decree, will be guilty of an offense, and will be liable to a funenof 30 pounds for each day during which the offence continues.

It further directs that no civil proceedings shall file be entertained in any court of law on an account of, on in respect of any act, matter or done or purported to have been done by any person under this decree, or in respect of any rights which are extinguished thereunder, and if any such proceedings have been are instituted before at the letter the commencement of this decree, the proceedings will be discharged and made void.

Named as "The Banking Obligations Eastern States Decree 1970", it shall apply throughout the federation!(apostrophe mine)

The decree says that for the purpose of ensuring compliance by commercial banks with the provisions of the decree, every commercial bank shall submit to the Central Bank of Nigeria, periodical statements in respect of all banking obligations affected by the decree...

Why would Ojukwu out of wickedness quickly raid all the neighbouring banks even when the government are still reluctant in going ahead with the war?? Why the ojukwu in his deluded brains quickly sold all the oils in the neighbouring south south state,killing all indigenous dissents that went against him! My father as a young man, came back to Lagos after the war empty-handed and was reabsorbed by Bata shoes where he worked before the war started... few years later, he retired from Bata shoes after being in charge of their shoes' sole production line, bought plots of land not too far from the Bata shoe factory and started his own block making factory, employed many Ghanaian workers to run a 24hrs production shift using the knowledge he gained from his British bosses in Bata shoes.

He was a subcontractor during the construction of the National Arts Theatre and Festac Town, supplying blocks, granite and gravel, later supplied blocks during Jakande's tenure, for the construction of classroom blocks he built to increase school enrolment of Lagos children.

When there is the will, there is a way no matter the obstacles.
