Besides the operational locations of 5hese illegal refineries are so open that air surveillance with helicopters or drones could have easily dictated them earlier and shut down .

The right thing is punish these ones, and encourage people with interest in local refineries to step forward, ease the licencing and regulations to absorb them into the fold, and support them with public-private-partnership or financing to help them get started.
