I never knew that the progress of a city is measured by the amount of beautuful houses per area

I used to think development is measured by GDP, Per capital income, HDI, Ecological footprint, Air and Water quality index, Multidimensional poverty index and a lots but it seems its more about the numbers of green roofs around

It's not measured by beautiful house but it's a symptom of richness

IMO GDP is almost twice that of Ibadan
For a state that's almost 5 times the size of IMO... Far more population... So you see it's not far from reality
