But he also has no constitutional powers to be the Petroleum minister. He is as at today. He needed a new jet and everyone was against it and such needed legislative approval. He got those done at the snap of his fingers. So yeah, while he hasn't got the powers, he can easily manipulate the vulnerabilities within the system, to achieve his evil goals
