I wouldn't say the standard has lowered. It's just getting back to normal, (the era before messi vs Ronaldo). With numbers not up to vinicius jr stats, players can win balon dor before messi era, and it will look normal.
I think the rivalry between messi vs Ronaldo makes the stats so high because one player will want to be on top of the other.

Sorry I thought Balon d'or is supposed to focus on overall best player across all competitions, all year round in the top leagues of Europe.
