How come these violent characters are not in states like delta, ogun, Edo, etc?? Why are they only in eastern Nigeria?

In the North bandits who kill army soldiers also kill indigenes and burn down communities so how can the army still burn communities that are being attacked and burnt by bandits It obvious the communities are not part of the bandits but victims too.
