Just sell the three government refineries to local oil producers like Seplat and Consolidated Oil Limited: Lekoil Nigeria Ltd, and you will see the take-off of Nigeria's petrochemicals and oil industry. Get the government NNPCL out of the industry.

Dangote should keep his advice 1st and talk about the price of his fuel which nobody knows even after 3weeks of PMS being ready at his refinery.

Dangote should buy all NNPC Refineries.

Then....

Buy out all crude oil mined in Nigeria. No drop of oil should be exported.

Then...

Nigeria becomes exporter of refined products to the world.

We should stop exporting raw materials.

What do you consider an incentive? Free money?

Its called official forex not cheap forex.
And it made a huge difference when the difference between official and black market was huge.
Also, massive import waivers of construction equipment all giving him up to 40% reduction in cost.

It isn't an accident that Emefiele became the unofficial spokesperson for the refinery, the then government
treated it like a government project.

For that kind of huge project, the government is supposed to support with some incentives but I believe the project was supported by Bill Gates... It takes more than just money to build a project as huge a refinery, the same refinery they country failed at building for several years.
