Happy the matter did not degenerate to a hostage situation, or serious instability suddenly envelop the city they found themselves. Nigeria and SA voted for a no fly zone whose intention was to protect the minority zone. It did not vote for an attack on Libya. It specifically protected Libyan citizens and forbade the entry of foreign troops. Here are the terms of the resolution.
