Obasanjo came in attempting to finally implement many of the same SAP reforms that were suggested back during the Babangida regime, reforms IBB refused to implement — the man instead stole Nigeria blind for Pete's sake. The move to begin privatization of government-owned companies, including NNPC, NEPA, etc., — which should have taken place during the IBB regime — finally began during Obasanjo's time. Even the initial shift towards setting up a Safety net for Nigerians, among other reforms, also began during the Obasanjo regime, but many of them were truncated by Yar Adua. undecided

Yes, Nigeria was finally able to begin implementing many of the same SAP reforms that IBB did not implement back in the 80s/90s during the Obasanjo days. That is part of how Obasanjo was able to secure debt relief from Nigeria's debt back in the period between 2000 and 2007, and at the same time, help build the Excess Crude Accounts(ECA) back then to about $50 billion as well. Yes, Obasanjo made strides in the actual IMPLEMENTATION Of many of the reforms. We saw the selling off of many State-Owned businesses during that time. We also saw the implementation of many fiscal policies which Nigerian polices enjoy to this day. undecided

I can tell you this because, in the U.S. Army, the cooks who work in the kitchens in their submarines get just 5 weeks of training in how to cook for 1000s of people — just 5 weeks.
