I don't know why most of us disagree with this .. I don't support LG autonomy.. Local Govt is under state why will you grant them autonomy ..no no no ... happney65:yes a federating units is made up of two..but this is not a matter of federation..it's matter of level of government..not arms of government like the executive, judiciary and legislative. Level of government,the National government,state government and local government. Yes I agree with you the constitution has to change .. But if the money been given to the local government is not enough and the state has enough ans currently paying salary why can't the staye augment the local government and its the state trying to hold on to local government money to help local government..am lost here cos we calling white black . Why are the governors fretting? Is it because they appoint people more than the numbers they are suppose to?go to local governments HQ.. nothing is happening there..it's in Total comatose. Law enforcement is our major problem in Nigeria..till when we start sending people to life imprisonment,recover loots from family and friends.. Nigerian won't know or learn how to do things the right way . If a local government chairman knows if he doesn't pay salaries or do his job the people at the locality will come after him even before his tenure ends ,ICPC,EFCC will come aftee him ,thank God they don't av immunity..they will sit right..the Governor and state house of assembly are just supervisors on their money ..not executioners,that's what yhe constitution meant when it says the state will make laws on how to administer the local governments ...not to execute ther money or spend it on their behalf.. supervisor no be executor . |

Soludo has never failed in any responsibility he assumed. I may disagree with him on this on principle because I want the local governments to be autonomous but we all know Nigerians will abuse the power of the purse. In a country where every allocation disappears, we will be creating more looters without State oversight. The weak Federal oversight of the States is an example. Local and State governments can still obey the Supreme Court on principle. Money has reduced Nigeria and Nigerians to abject poverty. Nigeria is a good example of deluged foreign income turning our politicians into drunken sailors. |

masseratti:Tell me the items in the exclusive list again. I repeat if the Federal wants a total autonomy for the local Government then a fiscal federalism should be implemented. Let the States generate and give to the Local Government that way it will be balanced. Now lets take a local government in Niger Delta for example. The Fed. Gov comes to exploit resources in the local areas then send portion of the revenue generated to the State and some to the local Government. It sounds abnormal. So I like what prof did. |

Villagesquare:They know except they have forgotten. The criminal minded professor governor only wants to short change the LG chairmen by playing smart. The problem with Nigerians is that very few read and understand and make good use of it by their sense of reasoning, judgment and inputs. Before now, that SG/LG Joint Account was actually an account to receive the FG allocations for the LGC and the SG put in their own purported share or percentage. Now Gov. Soludo is trying to be smart by authorizing the LG to remit such funds as stipulated by the SG. The question now becomes where is the portion that the SG is supposed to remit to the LG as support assistance? What the purpose of the remittance of the LG funds into a LG/SG joint account as said by the governor? I just look forward to see if the LG will challenge this Anambra State law in court. It's now we will know who knows their onions and who is an intellectual. |

happney65:I am very sure you have not read the constitution of the Federal Republic of Nigeria to understand what is written there but you know what is written and practiced in the USA. Our Nigerian constitution says the Nation has 3 tiers of government.....The FG, SG and LG. The constitution also says we have 3 arms of government....The Executive, Legislative and Judiciary. We should work with how it's been written to suit our environment. If you keep blarbing about why are we not copying the USA pattern for true federalism then you should also ask yourself why are our roads not American Standard road designs? |

happney65:I don't know about your US statistics but it's clear lies saying LG funds are not enough to pay their salaries. Visit the Office of the Account General of the Federation website to see how much each LG is getting monthly. Then compare it with development in that area. No LG in Nigeria whose salaries exceeds 100M naira monthly. Not like there's anyone paying up to that, but it's just for example. Then the remaining funds, what are they doing with it? That's where governors come into the picture. They loot the remaining funds after salaries therefore dampening development and deepening poverty. |

Even though Skudo is a disappointment, he is right on this one. The job was incomplete without tweaking the constitution to determine the modalities for the autonomy; otherwise, you will have small lords in charge of portions of the state. However, to have legislated only on the deduction of the allocation is an incomplete job; only a constitution review will make Nigeria not look like a stupid country on this issue. |
