The truth however is that what Ironsi abolished was democracy, and instituted military rule. Ironsi was in power for 6 months and the 4 Region's Nigeria had existed, with full resource control

The Gowon came in after Ironsi and used Decree 14 to abolish all 4 Region's, and create 12 states to replace them

The Gowon used Decree 15 to abolish resource control by removing sections 141 and 164 of the constitution
