The goal was not to capture him. The goal was to kill him and send him to his imaginary 72 virgins. They already captured him in the past and imprisoned him for years only to end up releasing him as part of a hostage deal in 2011. That was a mistake that cost them on Oct 7. They obviously weren't going to make the same mistake twice.
