As at 1960 when Nigeria got its independence, the country was made up three Region's, Northern, Eastern and Western, corresponding to the influence of the three majority ethnic groups, Yoruba, Igbo and Hausa/Fulani. Each Region was made up of a group of provinces. All three Region's controlled their resources, paid the federal government a percentage, and paid another percentage to a federation account, which all three Region's could draw on, as well as the federal government

Resource control is very important because when you control your own money that you are you are federal, but when government controls your own money, you become a mere unit, or unitary

In 1963, a 4th Region was created out of the Western Region, the Midwest Region, with some level of agitation for two more, Middle Belt Region from the North, and a COR Region(Calabar-Ogoja-Rivers Region) from the East

All that was put on hold when the military struck in January 1966. This resulted in the Army boss of the time, General Ironsi, seizing power. He was in office for 6 months before being overthrown himself. The coupists foisted Lt Col Gowon on the country. It's important to note that all four Regions still existed under Ironsi, and still controlled their resources.

All that evaporated with the coming of Gowon. On the 27th of May 1967, Gowon enacted Decree 14 and 15. Decree 14 balkanised the 4 Region's into 12 new states. Decree 15 abolished resource control by removing sections 141 and 164 of the constitution. Future military dictators would use various military decrees to continue the Balkanization until we got to where we are .

Today we 36 states who have to run to Federal government for monthly allocation in other to survive because they are not allowed to control their resources.

The North that was one Region has 19 states, 58 Senators and 191 federal reps. While the South that was 3 Region's has 17 States, 51 Senators, 169 federal house of reps.

Has State creation initiated by Gowon been a good thing?

The state creation aimed at two goals..

1) To give minority tribes more autonomy, Gowon himself was from a Northern minority tribe.

2) To create a more stable balance of power where one region would not use their authority to dominate the whole country.

It was a wise decision politically.

Well, it's the reverse that happend.
All resources were taken by federal government, making the states subservient to the centre, and the North dominates the Nigeria

The motivating reason and only reason for the Jan 15 coup that doubled as an assassination plot to eliminate the PM and leaders of other regions was to forestall the inevitable creation of the Calabar Ogoja Region out of the old Eastern Region.

The agitation for COR region began almost immediately the Eastern Region was created from the Southern Protectorate. All efforts by the minorities to the British colonialists to grant them their own seperate region fell on deaf ears primarily as a result of Nnamdi Azikiwe's urging.

In 1959, western Cameroun which was then under the eastern Nigeria successfully pettitioned to leave Nigeria and they specifically cited marginalisation in the hands of the majority and overbearing Ibo majority in the old Eastern region. A plebescite was set for this in 1960 and the rest is history.

Post independence, the minorities in the British created Eastern region began their struggle at Enugu to leave the Eastern region. All attempts to raise a similar motion for a plebescite like that which was granted the minorities in western Nigeria at Ibadan fell on deaf ears in the Ibo dominated House in Enugu.

The minorities decided to take their struggle to the federal parliament on this cause and had successfully lobbied the leaders of the northern region, western region and Midwestern region to support their cause.

All was then set for the federal Parliament to reconvene after a long Christmas break to attend to the minority demands for a COR region to be carved out of the Eastern region.

Azikiwe had earlier warned Ibo parliamentarians in Enugu never to allow for the COR region to be carved out adding further that if this was to happen the Eastern region (what is left of it) will become the poorest region in the country.

Sensing an inevitable victory by the minorities at the Federal Parliament and seeing the newly discovered oil wells slipping out of their grasp, Enugu connived with their people in the military to carry out a coup towards overthrowing the Tafawa Belewa Govt, asasinating all regional heads and foisting an Ibo military dictatorship that collapsed all regional governments into the Federal civil service. This was Ironsi's so-called unification Decree 34.

On hearing of the coup , minorities in the eastern region knew very well why the Ibos carried out that coup which was to forestall their exit from the Eastern region. Adaka Boro led rebellion was an effort to leave Nigeria altogether rather than remain yoked to a more powerful and now tyrannical Ibo military dictatorship.

When Gowon came in, he passed decree 8 which abrogated decree 34 and restored autonomy for the regions. Gowon's decree 8 even called for regional armies in place of a central federally controlled army. Ojukwu who had plans of invading the Midwest and Western region kicked against the establishment of regional armies for each region. Ojukwu , who felt the course of Ibo agenda to dominate the polity had slipped away with Gowon incharge, decided to leave Nigeria with the already Ibo weary minority peoples. Gowon then quickly carved out states for the minorities . It's at this moment Ibo greed became obvious and Ojukwu went full ret@rd.

So in summary ,

1. Ibos had come to see the colonial drawn map of Eastern Nigeria as theirs to dominate and exploit at the expense of the minority people.

2. Minority peoples said they had enough and wanted out of Eastern Nigeria. Enugu denied them the right to even table the matter. Minorities then approached the federal House and got a solid support across the nation to see to a creation of COR region.

3. Days before parliament was to reconvene and with the COR region creation the first priority issue on the docket, Ibo officers struck .

4. You Ibos out of greed destroyed our first Republic , truncated our democracy , murdered peace and civility by the senseless killings of regional heads , leaders, non Ibo officers in the military and the PM to forestall the creation of COR region.

5. Finally , you are fond of castigating the British over the 1914 almagation of northern and southern protectorate but here you are using same British colonial exigent adminstrative map to define your useless Biafra.

And today, we now have Cross River, Akwa Ibom some parts of Rivers states, that corresponds to what would have been COR Region. They are now states. However, unlike the Region's, the states had no resource control.

But the ugly truth is that if it was control of their resources they wanted, Gowon took it out of the Eastern Region, and it is now in the hands of Federal Government

If it is Igbo domination they feared in the Eastern Region, they now have Hausa/Fulani, Yoruba and Igbo domination in Nigeria

If the voice of the minorities were not well heard in the Eastern Region, it has been completely drowned out in Nigeria. WAZOBIA is what is heard.

Gowon knew what he was doing when he was creating states. He gave his North the majority of states, stole the resources of everyone down south, and had people clapping for him as he made the North masters of Nigeria

Since the return of democracy in 1999, your Ibo legislators have always aligned with the north to deny an equitable sharing of resources between the federal govt and states.

It's no secret that Ibo senators led by Wabara kicked against the proposed 25% revenue to oil producing states. Wabara explicitly stated that it won't in any way favour his people.

Your same legislators and politicians aligned with the same north to kick against coastal oil producing states recieving oil and gas revenue from offshore oil wells. It took Yaradua to start paying 13% to oil producing states and a Supreme court ruling in favour of coastal states to partake in revenue collection from offshore oil wells. Prior to this, every Ibo state earned more in federal allocation due to population than the very states that produce the wealth.

It's no secret that VAT case was instituted and won by both Rivers and Lagos state. The decision was welcomed by all SS and SW states while the north was begging for us to be "our brothers keepers". Not one word came out from the SE regarding the VAT ruling.

What of the PIB ? Was it not jointly sabotaged by Ibo legislators and northerners?

The truth is that you are the worst thing to happen to the South especially the SS.

So don't come here and preach about equity when we know very well that you have been sabotaging SS interests since the creation of Eastern region .

Your only grouse is that you are not the ones at the forefront looting the resources of the SS.

So shut your dirty trap and leave SS to sort thing out our way. Last time the SS exploded in militancy over the exploitation of their land and resources, I didn't hear them ask you to join them.
