There is a cost to every action. So you weigh it. Israel targets missiles that land in residential areas, once they track the trajectory and confirm it would land in a desert, they would not shoot it down.

If this balloon was carrying explosives, they would have shoot it down long before it got anywhere close to a target. But a balloon carrying rubbish is essentially harmless. You would need an expensive missile to shoot it down, then the whole contents would scattered for miles. So the effort to cleanup would be massive. But if the balloon lands by itself, no missile cost is incurred and then the rubbish is all in one place and can easily be cleared.

Strategic thinking is all that matters. Not bravado
