Prophecy is GOD saying what HE has determined to do.

[9] Behold, the former things are come to pass, and new things do I declare: before they spring forth I tell you of them.

That's how GOD works, HE declares before HE delivers.

[7] Surely the Lord GOD will do nothing, but he revealeth his secret unto his servants the prophets.

GOD is in the habit of unveiling HIS season by season agenda to HIS Servants.

The Word of GOD is a Book of Prophecies

[19] We have also a more sure word of prophecy; whereunto ye do well that ye take heed, as unto a light that shineth in a dark place, until the day dawn, and the day star arise in your hearts:

Prophecy is fulfilled on the premise of meeting specific conditions. There's always a responsibility placed on man.

Jesus already prophesied. He gave thanks for manifestation.
