Regardless of what happen the lawmaker as no right to put hands on anyone, unless the law maker his defending himself. I don't see such in this case and the lawmaker should be held to a higher standard.

In the video you can clearly see and hear the lawmaker threaten the Uber/bolt driver. Which alone is a criminal offense. The lawmaker stated that nothing will happen to him. And he boasted that the head of police will not do nothing.. He has already stated directly/indirectly he is above the law...
