Same plane was able to return to Nigeria and a minister now went for the meeting in Samoa straight from Nigeria....

There's nothing mechanically wrong with The VP's jet. It most likely suffered a bird strike. The damage can be isolated and fixed so the aircraft can return to service. He does not need a new aircraft. Besides, there are other aircrafts in the presidential fleet that the VP can use. He can even share the President's plane. There is no need to invest any more money in planes at this time.
