Top 10 states with the highest Internally Generated Revenue in 2023

The 36 states and the FCT collectively generated N2.43 trillion in Internally Generated Revenue (IGR) in 2023, reflecting a 26.03% increase from the N1.93 trillion recorded in 2022, according to the National Bureau of Statistics (NBS) IGR report for 2023.

Lagos, FCT, and Rivers led in IGR collection, generating N815.86 billion, N211.10 billion, and N195.41 billion, respectively, during the period. In contrast, Taraba, Yobe, and Kebbi states reported the lowest revenues, with N10.87 billion, N11.19 billion, and N11.74 billion, respectively.

The report highlighted that Pay-As-You-Earn (PAYE) contributed the most to tax revenue, amounting to N1.24 trillion, or 63.83% of the total taxes collected.

Capital gains tax, however, accounted for the least, generating N5.91 billion. Nationally, total taxes made up about 80% of the overall IGR.
The ten states with the highest IGR in 2023 collectively generated N1.775 trillion in IGR during the period. This represents around 73.1% of the total IGR generated by the 36 states and FCT in 2023.

It is important to note that seven of the top ten states with the highest IGR are in the South as only three are from the Northern part of the country.

The top ten (10) states with the highest IGR in 2023 are:

10. Akwa Ibom: In 2023, this state collected N43.18 billion as total IGR comprising N36.07 billion in total taxes and N7.11 billion as revenues from MDAs.

Between 2022 and 2023, Akwa Ibom State increased its revenues by 24% from N34.81 billion to the current figure.

9. Oyo: this Southwestern state generated N52.74 billion in IGR in 2023 comprising 40.52 billion in taxes and N12.12 billion in revenues from MDAs. The state’s IGR in 2023 declined by almost N10 billion from N62.24 billion in 2022 to the current figure. The state’s IGR in 2021 stood at N52.08 billion.

8. Kwara: the first Northern states in the list collected N59.64 billion as IGR in the year under review. This figure comprises N23.12 billion in taxes and N36.51 billion in MDA revenues. In 2023, Kwara state saw a 66.8% increase in her IGR collection surging from N35.75 billion in 2022 to the current figure.

7. Kaduna: IGR figures in 2023 reached N62.49 billion- representing an increase of just over N4 billion from the N58.09 billion generated in 2022.

The IGR figures for 2023 comprised N49.02 billion as taxes and N13.46 billion as revenues from MDAs.

6. Edo: Edo state recorded N64.67 billion as IGR in 2023 made up of N46.17 billion in total taxes and N18.5 billion as MDAs. The state increased its IGR between 2022 and 2023 from N47.45 billion to the current level.

5. Delta: this oil-rich state generated N90.91 billion and N23.17 billion from taxes and MDAs respectively totalling N114.08 billion. When compared to the previous year 2022, there was a 32.8% increase in IGR during the period from N85.9 billion.

4. Ogun: the closest neighbour to Nigeria’s economic nerve centre generated N146.87 billion made up of N71.67 billion in tax revenues and N75.19 billion. Like most of its peers, Ogun state increased her IGR in 2023 from N120.58 billion.

3. Rivers: this Niger Delta state recorded up to N195.41 billion comprised of N186.96 billion in taxes and N8.447 billion from MDAs. In the year prior, Rivers State generated N172.82 billion marking an increase of N22.59 billion.

2. FCT: The nation’s seat of power in 2023 increased its revenue by nearly 70% (69.7%) from N124.36 billion to N211.10 billion. The FCT does not generate revenues from MDAs.

1. Lagos: the engine of Nigeria’s economy generated a whopping N815.86 billion comprising of N704.90 billion in taxes while its MDAs collected N110.96 billion. Lagos state was able to grow its IGR by 25% from N615.14 billion to the current figure.

Lagos state topped its runners-up by a whopping N604.76 billion in 2023.

SE are drawing the entire South down with their protective and overpampering of their governors who just pay salary and bolt with the remaining money.

Rather than concerntrate on generating revenue, they prefer to dance gwo gwo gwo ngwo and spend the rest of their time blaming Tinubu and SW people

Just imagine Kwara state is generating more revenue than Anambra says more about the priority of those who have ruled the state.

Their love with IPOB and anything mediocre is worrisome, as many of them detest Soludo who is trying to clean up the mess of Peter Obi.

It is high time SE people talk to themselves and think home rather than turns SW to their home

Yinmu. If I state the fact of how Abeokuta has great roads and overhead bridges now, you will shift the lie that it's because it is the state capital,abi.

Ogun state is rapidly improving and it's now that I can see where the state government is getting funds for these massive projects.

If I were you, I will hold my own state Governor responsible for not being among the top 5.


Ogun is on a good track. Ogun is far ahead of many states in terms of progress and massive infrastructure improvements, including a state like Rivers that is using its own IGR to demolish public infrastructures including the Rivers State House of Assembly complex.

Let's stop the hyping of Lagos state.
Most of the key investments and infrastructure that enable Lagos to generate huge IGR were done or established by the federal government when Lagos was the federal capital e.g. sea ports, airports, roads, location of banks and company headquarters, embassies etc. in Lagos etc.

These infrastructure had attracted further investments, companies , workers and businesses to Lagos and that is the reason Lagos is getting huge IGR. It is not by any special hard work or innovation of any Lagos state governor or government. A similar thing would happen in any former federal capital if it had the kind of investments that went to Lagos when it was federal capital
It is unfortunate that you were miseducated to think that FG made Lagos when Lagos itself is far older than the Federal Government of Nigeria and as at 1900 no single member of some major Nigerian tribes had even set foot in Lagos yet Lagos was already made. It's this solid foundation of Lagos of our Lagos/ Yoruba forebears and God's favor that made Lagos state survive even after the mass exodus of Non-Yoruba, especially Igbo during what they called "Oso Abiola ".

FG facilities were in moribund states that became an eyesore all over our state yet the same FG was planting bombs over our city and assassinating our leaders while many of you and your parents, forebears swore never to return to Lagos and were certain that it was over for Lagos.

We had nowhere to run to and learnt a very valuable lesson, today, we have built our own bridges, train networks, ports, stadium, Teaching Hospital etc. Lagos state was never built by the FG. In fact, it became a liability on the state.

We overcame all the adversities of dilapidated/obsolete failed eyesore FG infrastructures, ghost town Lagos CBDs, filth, bomb blasts, OPC/Hausa wars, raging & ravaging Atlantic Ocean coastline, state sponsored assassination of our Yoruba leaders on the streets of Lagos, Abeokuta and Ibadan, etc when the rest of Nigeria abandoned Lagos for their Yoruba host after the annulment of June 12, 1993 and relocation of federal capital away from Lagos. They trooped en masse to their villages and states mocking us that it was over for us. Today, we are happy that we reversed things in Lagos and it is no more Oso Abiola in Lagos, it's now reverse. Our state is now courted by same people and their descendants who mocked Lagos then. We and our parents did it! We are grateful to God and few other Nigerians and foreigners who stood by us during the low ebb period of our city. We are building our own Lagos state-owned state of the art world class ports, bridges, teaching hospitals, airports, stadia etc today.

If you are a non-Yoruba, when you relocate your investment to Lagos, my advice for you is to stay off the local Lagos Yoruba politics, do not go into illegitimate and criminal business, face your investments, give back to your Lagos host community in form of corporate social responsibility, do not destroy the environment, respect and live at peace with your Yoruba host and watch how Yorubaland will bless you , your family and investment with great returns far beyond your expectations!

This is the best time for you to relocate your investment to Lagos.

Ogun is miles ahead of Enugu. I doubt there's any part of Ogun state Igbos won't be found in large numbers living and hustling because of the better environment.

Ogun state is one of the best run state in Nigeria.

Tell the president to quicken the dissolution of the contraption so Enugu will go and become Somalia immediately instead of drawing super rich states like ogun and Ekiti behind. Let's rid our beautiful country of poor states like Enugu and Anambra that does nothing but impede the progress of progressive brown cities like Osun, Ondo and the rest. This is the least we can do as patriotic citizens.

You can't really fought the people cos no non indigene or foreigner will locate a business and sleep with two eyes close. Apart from security challenges, the constant clamour for Biafra republic has also impede sitting of multi billion company by outsiders from other zone and foreigners. Over eighty percent of companies in Lagos and Ogun state are not own by igbos. That is a fact.you can fact check.

You are not a kid bro. You know that IGR is never and can never be an indicator of the wealth of a state. If it was then Lagos should have been richer than Johannesburg. The real indicator is GDP and per capita income.

Dude calm down and stop being stupid. IGR is never an indication of the wealth of a state. The real indicator is GDP and last i checked Anambra and Imo are in the top 10 even better than the 5 remaining SW states. In this Economy any state apart from Lagos, Rivers and Kano that reports high IGR is simply overtaxing its citizens.

Where is the high IGR?

We're not a rich country as some people think jare. The budget of a single secondary school district (One of the over 13,000 districts) in the US is bigger than the IGR of all our 36 states. We have a very long way to go.

Again you don't have sense. First of all can you publish the recurrent expenditure of those states with so called high IGR. Also note that IGR is never an indicator of wealth of a state. the real indicator is the GDP and per capita income, and the last time i checked for 2024 Anambra and Imo had GDP better than the remaining 5 SW states. In this economy any state apart from Lagos, Rivers and Kano that reports high IGR, the citizens are simply overtaxed with nothing to show for it.
