Acrylic alone may dry too quickly and crack when used with paint and cement. Topbond and Co are P.V.A and dries slowly to allow uniform drying and preventing shrinking in paint and cement screeding.

The topbond is what is sold in the pop market and even that is still liable to peel or crack.
