You are not getting it. Then, Obasanjo unilaterally stop LGA allocation to lagos state without any court judgement.

Now, it is the courts that passed this judgment and you will need to understand that the courts have the duty to explain any grey areas in the constitution.

wetin una sabi? The next case to be instituted is Rivers state House of assembly vs Zenith Bank and other banks where the states receives IGR. You think this is child's play? The governor should go and represent the budget to a proper house. In any case Rivers state generates 30b monthly in peak period and 17b monthly in Low perido, its not enough to offset the numerous capital project, wage bill, pensions and other financial obligations. He has to pay over 150b for Trankqlabari Road phase 2, 40b balance for Ring Road and other projects
