That can't be true. Not all northern states are poor. Two, regarding those ones considered poor, I think it's their state governors, governments, lawmakers, traditional, and religious leaders that might be suspected of being mentally poor. Look at the way those guys have spoken, for instance. They said the location of headquarters of businesses and tax offices shouldn't determine how VAT revenues are shared but have failed to simply note that using consumption rates suggested by them is far more. If a northern or southern state is said to be poor, let's ask why.
