Remember you told me some banks in Hongcouver Vancouver offer services in Chinese Cantonese. I'm curious why and how the Indians rose in such prominence within a short period of time compared to the Chinese.

Sorry but that's not true. We scored lower than the Chinese (Mainland) on the GRE verbal reasoning. I was shocked to the bones when I saw the results. We scored lower than Singaporeans, who are majority Chinese, but have English as one of its official languages. Check the ETS global score ranking, I'm not making this up.

Such questions are typically asked depending on the type of visa you're processing. If it's a work visa or an education visa, the issuing officer is duty bound to ask such questions.
But if it's a tourist visa, you won't be questioned about English language proficiency.

I recall US Embassy asking my uncle a similar question. My uncle's response was epic. He told the minion, if your father ever attended a good high school in the states, I must have taught him English. He stood up and walked away. They sent his visa via courier to our house inside 48hrs

Those examples are wholly irrelevant for migration purposes
What matters is being able to communicate on the street or in any proposed employment role
