No I don't feel this is blackmail, I sensed the bolt driver may have collected money. You know money may have enter his aza for him to go this route. It is a damage control from the honourable, he must have pay him. And the bolt driver is doing the job he was probably paid for.

It is not illegal to settle out of court and doing so does not require the issuing of an apology literally exonerating the one who criminally assaulted you to begin with. This here is more than just settling out of court. undecided
