The 1999 Constitution supervised by northern military dictators to legit the 20 new federating units (20 states) they proliferated for one northern region, while they left only 17 federating units (17 states) for two southern regions? Consequently, legislators from the old Northern region overpopulate the National Assembly.
Thus, the northern legislators would block any efforts at political restructuring of Nigeria or amendment of the vexed sections of the constitution.

Worse, the 1999 Constitution was not subjected to any popular referendum; therefore literally not binding on Nigerians.
Even at that, 12 northern states in 1999 set the constitution aside and adopted unconstitutional Islamic sharia criminal justice system.

For any part to secede, the Constitution must make provisions for that, and senators from that geographic area will have to push for a referendum in the Senate first, if the votes for it is much, it will be conducted and a new nation will arise.

Any forceful secession will be met will serious use of force by the Military, if any group is ready to try the might of the Nigerian Military, they can go ahead.

Please don't be offended but what exactly was Nigeria military able to do in the battle field against Biafra, what specific military feat did they achieve aside starvation of innocent women and children . I have read countless civil war journals and documentation. All the Nigerian former heads os states aside Gowon and Abacha carried and nursed Biafra wounds or PTSD
