Monaco is and has always been a principality. It's a microstates but still a recognised country.
Monaco, Eswatini and many others are monarchies that gained independence and sovereignty as a country of their own despite the size or population.

And what stop them from switching nationality based on the love for city. Do you know how many Welsh or Irish born that had featured for England ? Do you know some full Nigerians playing in Benin Republic have switched nationality

Just by spending 2yrs, you qualified to be a citizen in some Countries
