Very wrong to do that. That money was printed with lots of money and still has a value associated to it irrespective of whether a bundle of it exchanges of 0.000,000,000,001 RMB or Yuan.

Thats money is not his or anybody's property. It is just a paper to represent value of goods and services while facilitating their exchange. Even a N5 note cost sjubstantial amount to print. Thats why the smaller denominations need to be made of nylon, to help them last as long as possible in circulation and reduce cost of maintaining the money system.
