in the US or UK, they can only do that using VPN, otherwise their ISP will sent a warning message to them if they stream on any illegal website

Streaming illegally for your own private use wouldn't get you in prison, else prisons would be overflowing with inmates. The problem is when you decide to sell or charge a fee for the illegal access.
