Lagos Commissioners Back Biogas Plan to Cut Transport Costs

Lagos State Commissioner for Transportation, Mr. Seun Osiyemi has expressed optimism about the potential of alternative fuels, particularly biogas, to reduce transportation costs in the state.

Osiyemi’s endorsement comes after Lagos Metropolitan Area Transport Authority (LAMATA) recently inaugurated a steering committee tasked with overseeing the implementation of biogas production within the state.

His counterparts in the Energy and Minerals Resources, Mr. Biodun Ogunleye commended LAMATA for spearheading the initiative, noting that Lagos was on its way achieving net zero emission by 2050.


Dr. Muyiwa Gbadegesin, Managing Director of LAWMA, highlighted the immense potential of the state’s daily waste output, particularly the 6,500 tons of organic waste, which could be used to fuel sustainable energy production.

“It only makes sense to utilize this abundant organic waste to produce biogas,” Gbadegesin emphasized. “This will not only improve waste management but also provide a clean and renewable energy source.”

By harnessing the power of organic waste, Lagos State aims to reduce its reliance on fossil fuels, lower transportation costs, and contribute to a more sustainable future.

Very short summary.

A lot of rubbish/garbage is generated in Lagos each day and rotting rubbish (eg rotting waste food) in landfills produces methane gas, which can be compressed and used as CNG.

The Lagos State Government is exploring ways to harness this gas as a cheaper and more environmentally friendly way to power public transportation and generate electricity.

The Lagos State Government has received many proposals and it is also working on its own systems.

For example, the giant Swedish bus company, Scania, is proposing that it will build a BRT system in Lagos that runs on biofuel CNG. It already has a BRT system that has been running in Accra, Ghana for over 10 years.

The French Government's development agency is also willing to fund a CNG powered BRT system in Lagos.

The Lagos Metropolitan Area Transport Authority (LAMATA) has called on Swedish bus manufacturer Scania to establish a manufacturing plant in Lagos to reduce the rising cost of procuring high-capacity buses.

LAMATA’s Managing Director, Engr. Mrs. Abimbola Akinajo, made the request during a meeting with a delegation from the Swedish Honorary Consulate, led by Antonia Adenaya, Regional Director for North and West Africa, to discuss sustainable transportation initiatives.

The delegation included representatives from Scania, the International Council for Swedish Industries, and Business Sweden.

In a statement shared on LAMATA’s official X (formerly Twitter) account, Akinajo urged Scania to expand its partnership with Lagos, focusing on capacity building and knowledge transfer. She noted that setting up a local manufacturing plant would help reduce procurement costs and improve operational efficiency in the city’s transport sector.

“Following the huge cost of procuring high-capacity buses for passenger operations, Managing Director of Lagos Metropolitan Area Transport Authority (LAMATA), Engr. Mrs. Abimbola Akinajo admonished Scania, a Swedish bus manufacturer, to set up manufacturing outlet in the city.

“According to Akinajo, Scania needed to expand its partnership with Lagos beyond bus sales and explore capacity building and knowledge transfer,” the statement read in part.

The statement noted that the meeting focused on the next steps after completing alternative fuel studies in Lagos and explored how the Swedish community could contribute to the city’s development.

LAMATA’s Managing Director welcomed the Swedish delegation and expressed gratitude for their continued support, recalling a study tour to Sweden to learn about the biofuel sector.

Antonia Adenaya commended the formation of a steering committee for the biogas initiative and stressed the need for concrete action, noting potential collaborations with Swedish firms.

In December 2023, the Lagos State Government announced plans to explore the use of biofuel in public transportation to reduce carbon emissions.

This initiative is part of a partnership between the state government and Swedfund, a Swedish development finance institution, which will provide support for the project.

LAMATA disclosed that Swedfund is working with CPCS Transcom Limited and Nexant Consulting Limited to conduct feasibility studies to evaluate the impact of alternate fuels on Lagos’ public transport system.

The exploration of biofuel in the Lagos public transport system aligns with Lagos State Government’s target to significantly reduce carbon emissions and enhance sustainability in public transportation by aiming for 52% of the buses in the Bus Rapid Transit (BRT) system to be fuelled by clean energy by 2050.

This initiative is part of the Lagos State Transport Policy, which aims to ensure that the city’s transport system minimizes environmental impact.

The Lagos State Government is already running a pilot programme with electric BRTs as it explores cheaper and more environmentally friendly ways to power public buses.

(Some people prefer to wait for the electric BRT, rather than board petrol powered buses).

Scania also made a presentation to Vice President Kashim Shettima when he visited Sweden in October. They are proposing to build transport systems in Nigeria that run on biofuel (CNG).

Dutch Government commits €120 million to back Lagos waste-to-energy project with Dutch company

The Lagos State Government has revealed a €120 million commitment from the Netherlands government to back its ongoing waste-to-energy project with the Harvest Waste Consortium, a Dutch company.

This was disclosed by Tokunbo Wahab, the Lagos State Commissioner for Environment and Water Resources, during a recent executive couch interview with Nairametrics, where he provided updates on various partnerships the Lagos State Government has established with foreign private sector entities in waste management.

Wahab explained that the project, aimed at converting a portion of Lagos’ waste into electricity, will be implemented at the decommissioned Epe landfill, with Harvest Waste processing 2,500 to 3,000 tons daily from the 13,000 to 14,000 tons of waste generated in Lagos.

He further noted that the company only requires an assurance of this waste supply to generate power, a feasible goal given the city’s daily waste generation figures.

“The waste-to-energy project with the Dutch company Harvest Waste is backed by the Dutch government to the tune of about €120 million, and we have designated the decommissioned Epe landfill for this purpose,” the statement read in part.


It added, “We are going to guarantee them 2,500 to 3,000 tons of waste daily from the 13,000 to 14,000 tons generated in Lagos.”

The commissioner further disclosed that Harvest Waste has completed the feasibility studies for the project and has assured the Lagos State Government of its full commitment to making the venture a success

Wahab further disclosed that the Lagos State Government is actively decommissioning several landfills to make space for new waste management projects with foreign private companies, including the Jospong Group and Closing the Loop.

The Jospong Group, an Accra-based waste-to-wealth company, is focused on processing waste collected by PSP operators into valuable products like compost fertilizers and recycled plastic bins. He mentioned that all meetings have been held, and the numbers are promising.

The equipment has been commissioned, and operations are expected to begin in six to seven months. The company has already set up an office in Alausa, Lagos, employing Nigerians to manage operations.

The commissioner also highlighted the partnership with Closing the Loop, a Dutch company, which will manage electronic waste in Lagos. Wahab revealed that Closing the Loop plans to establish a local facility to process electronic waste, reducing the need for exportation and repurposing materials within the state.

He noted that major dumpsites, such as Olusosun and Solous 1, 2, and 3, are in advanced stages of decommissioning, with new landfills being provided to support these projects.

Once these partnerships are fully operational, the government expects only 3% to 4% of the waste generated in Lagos to end up in landfills, in line with the state’s goal of turning waste into valuable resources and promoting sustainability.

Although the pump price of fuel was N197 when President Bola Tinubu took over on May 29, 2023, the product now sells for N617 per litre – less than two months after.

In his inaugural address, Tinubu announced that subsidy was gone, fulfilling a promise that all leading presidential candidates made during the campaign.

However, pump price of fuel hit N537 per litre days after Tinubu ended subsidy.

On Tuesday, the price climbed further to N617, a development that the Nigerian National Petroleum Corporation Limited (NNPCL) attributed to “market forces”.

Nigerians have been lamenting the hardship occasioned by fuel price hike. Amid the lamentation, a video where Tinubu campaigned to slash the price of fuel went into circulation.

Checks by Daily Trust affirmed the authenticity of the video uploaded on the YouTube page of Channels Television.

At his campaign rally in Abeokuta, Ogun State capital, on January 25, 2023, Tinubu spoke on a number of issues, but those of fuel scarcity and naira redesign made the headlines.

However, Tinubu who spoke in Yoruba language, also assured the crowd that though people were saying petrol price would hit N200, it would be reviewed downward under him.

“The great Nigerian youths, the great Nigerian students, the confident Nigerian youths. This is a revolution. This election is a revolution. They are plotting, but they will fail. They said fuel price will increase and reach N200 per litre. Go and relax, we will bring it down,” he had said in the 7th minute of the video.

King Wasiu Ayinde Marshall, a Fuji musician who performed at the rally, interrupted the president’s speech with chants as the crowd cheered.

On the campaign podium with the president were Vice-President Kashim Shettima; Pa Bisi Akande, interim National Chairman of the APC; Femi Gbajabiamila, Chief of Staff to the President; Senator Gbenga Daniel; among other bigwigs of the ruling party.

Tinubu went further to say Nigerians would defy the acute fuel scarcity at the time and trek to cast their votes.

Fire regularly breaks out at the Olusosun Landfill, the biggest rubbish dump in Lagos. This often threatens the lives of scavengers and properties near the dump.

One of the causes of the regular fire at the dump is the methane gas that is generated by rotting rubbish. Any little spark or hot weather can cause fire at the dump. The Lagos State Government has often had to close the dump and warn scavengers not to go near it.

Molue must go! Where will they build the underground metro? From mainland to island. From the periphery of town to the center of town. You can even run a metro line from the island to Ogun state.

Call the Chinese and give them some of those cash being looted at Aluasa. They built the deepest metro station in the world. That is 116 meter=381 ft below the surface in Chongching.

Climate Change: Olusosun dumpsite has natural capacity to instigate fire, stakeholders warn

LAGOS— STAKEHOLDERS, Thursday, urged the Lagos State government to beam its searchlight on the Olusosun dumpsite as a way of converting waste to wealth in the state.

They also said the recurrent fire explosion at the site was an indication of methane capable of addressing electricity challenges in the state.

Speaking during a media climate change programme organised by Climate Change Action Movement, General Manager, Triple ‘E’ Systems Association Limited, Lawrence Ibhafidon said: “When I hear people saying someone set Olusosun on fire, I usually laughed and try to educate them because many people don’t understand the physics that took place.

“One of the primary sources of methane is decay from waste. When such decay occurs, what you have is methane. For Olusosun, which has been there for several years, it means we now have build-up of gas called methane.

“In developed countries, that is what they naturally called waste to wealth. They line it in such a way that after some years they would have generated enough methane and generate electricity that can be used to illuminate and run appliances in the house.

“So, as regards recurrent fire at Olusosun dumpsite, what happened is that when you have a build up of methane, once in a while, it will definitely find its way to the surface and once it interacts with air, it instigates fire.”

Co-Founder, Climate Change Action Movement, Prosper Egeonu said: “We aim to educate communities on how to reduce causes of global warming. We intend to engage 20 council areas of Lagos State and carry out clean up exercise in these communities and educate them on how to manage waste.”

Fire guts Olusosun dump, burns Lagos buses

A wildfire broke out on Wednesday at the Olusosun dump, in the Ojota area of Lagos State, consuming some vehicles, as residents panicked over possible health hazards of the smoke.

While the cause of the fire had yet to be definitely ascertained, The PUNCH learnt that officials of the Lagos State Fire Service, Lagos State Emergency Management Agency and Parks and Gardens, were battling to put out the fire which stopped vehicular movement.

Our correspondent gathered that many residents, motorists and commuters in the area were held in traffic as thick smoke billowed into the sky from the landfill.

The gridlock was said to have affected the Lagos-Ibadan Expressway, Tollgate, Seven-Up and the state secretariat areas.

The Director of the state fire service, Rasak Fadipe, said the agency was alerted to the fire around 4pm, adding that it immediately deployed four water trucks in the scene.

Fadipe, who said the firefighters were having a tough time fighting the flames due to the high wind velocity, said the damage caused by the fire could only be determined after it had been put out.

He said, “We have LASEMA and Parks and Gardens’ officials complementing our effort. We have also asked Julius Berger to bring in their water trucks because we need constant supply of water.

“The affected place is the Olusosun dump. The fire covered the entire area and it is threatening the LAGbus compound, where a lot of vehicles are parked. The LAGbus yard shares a fence with the dump. Some of the buses lined up around the fence have already been affected. But we have also tried to curtail the fire from getting to the petrol dispensing pump.

“The fire is still raging (9pm) and there is a high wind velocity which is aiding the spread. The fire is erupting from the back of the fence, which is not yet accessible. We don’t know the cause of the fire, but sometimes there can be chemical reactions from the dump which may have caused it.”

Our correspondent learnt that some trucks and stores around the area were also burnt by the fire.

The Cleaner Lagos Initiative, in a statement on the incident, urged residents not to panic, adding that the fire was being handled.

“It is necessary to clarify that the fire at Olusosun dump wasn’t deliberately set by the Lagos State Government or any individual. It broke out as a result of the pockets of unstable gases caused by indiscriminate dumping and further compounded by dry weather,” it said.
