The purpose of this case is not primarily the 1.2 billion, but rather to seek asylum in the country where s/he currently resides. S/he will argue that his/her life is at risk and that the government is attempting to intimidate him because of his gender identity (trans). This is enough to strengthen his/her asylum claim.
