I put a call through to their call center.

I was informed that we no longer need an appointment to submit passports.

I went there earlier this week and just walked in. I was done in about 10 minutes.

Simple and easy.

Everyone should take note of this.

The new portal is easier and less papers to be filled. I would suggest you go through the new portal. Less likely to make mistakes.

If you are booking United Airlines all the way to YYZ, then I don't think you should be too worried about the layover duration. The airline should be the ones to sort you out. They can also advise on how long works best.

That said, from personal experience four hours is enough. Because unless the schedule has changed, you will leave Lagos at about midnight and arrive at about 6am local time. Passenger traffic at that time is fairly light and I don't expect you will have significant delays if any. The US entry official asked me what was my reason for coming to the US and if I was carrying any food and that was it. Having to retrieve my luggage in Washington is not something I remember doing but perhaps things have changed. I wish you a safe trip!

Thankfully my Canada visitor visa has been approved after several months of waiting!

The best available ticket from LOS-YYZ is United Airlines with a layover in Washington Dulles Airport. I'm aware that I would have to go through customs in Washington and would need to get my luggage and re-check for my connecting flight to Toronto, I also have a U.S. visa so I should be fine getting through.

Is 4 hours enough time to go through this whole process or would it be recommended to go for a longer transit time instead? Has anyone gone to Canada from Naija via a U.S. transit?

To be fair, no one knows if it will sway the decision making. The best you can do is to just package your application watertight to ensure you have done your best and whatever the outcome, you wouldn't feel bad. What other folks do is to just write out their proposed plans in a statement of explanation and then, hope for the best.
If you considered booking a tourist package, it could expire before you get the decision, so just go with what you have in mind.
