You can build a shelf around it... It must be accessible in case of emergency. They must not be too enclose because of heat.. They need ventilation especially during day when there is hot weather.

Umuahia and Nnewi cement is 9k . But transportation and loading could make it up that 10k .
Tiles of 8000 per square is obviously a Nigerian 30 x 60 tiles. The price is fair but could be a little less. ( 60x 60 is #11k while 60x 120 is 15k Nigeria tiles) .
Sand is high but it depends on the area. Currently we buy 10 tons soft sand for #50k
Lastly, labor #700 is cheap or should I say fair. But make sure they know what they are doing.

Most blocks out there are not strong, if you ain't moulding, it's advisable you put columns at certain edges or corners of the building, mostly especially if you are having an in-situ concrete fascia.
