Bayelsa West Senator Seriake Dickson says members of the upper chamber supporting the tax reform bills proposed by President Bola Tinubu will resist any intimidation by the bills’ critics during the public hearing.

Mr Dickson, a former governor of Bayelsa State, stated this while addressing journalists at the National Assembly on Monday.
“Forget about uproar, there will be no uproar. Public hearing is an opportunity for people to present their matters, and nobody is going to be intimidated by uproar,” the senator said.

The four tax reform bills passed second reading at the Senate on Thursday. They were referred to the Senate Committee on Finance chaired by Niger East Senator, Sani Musa, for further legislative action, including holding a public hearing. The Senate President, Godswill Akpabio, also directed the committee to involve the National Economic Council (NEC), Nigerian Governors’ Forum (NGF) and Civil Society Organisations in the public hearing.
However, the committee in charge has not fixed a date for the public hearing.

The bills are the Joint Revenue Board of Nigeria (Establishment) Bill, 2024 -SB.583; the Nigeria Revenue Service (Establishment) Bill, 2024- SB.584; the Nigeria Tax Administration Bill, 2024-SB.585; and the Nigeria Tax Bill, 2024 – SB.586.
Some Nigerians have criticised the bills, claiming that they favour some parts of the country against other parts.

The Northern Governors Forum, during a meeting in October, stated that some aspects of the bills, particularly the VAT components, are against the interests of the region. Consequently, they directed their lawmakers in the National Assembly to reject the bills.

Also, the National Economic Council (NEC), which comprises the state governors and others and statutorily chaired by Vice President Kashim Shettima, also urged the president to withdraw the bills from the National Assembly for further consultations. The president insisted that any differences should be resolved in parliament.
However, experts have said majority of those criticising the bills have not read their provisions and were only amplifying falsehoods being circulated by uninformed interest groups.


In his submission, Mr Dickson, a PDP senator, said he supported the bills’ provisions because they are in the country’s interest.

He argued that if the National Assembly could pass the Petroleum Industry Act (PIA) prescribing three per cent statutory for host communities despite several criticisms from the people of Niger Delta region, that of the tax reform bills won’t be an exception.

“The PIA was passed. We wanted 10 per cent, which was what Yar’adua proposed. They (federal lawmakers) reduced it to three per cent. Heaven did not fall. This tax reform bills will pass and heavens will not fall,” he said.
Mr Dickson said he is supporting the tax reform bills essentially because of the sharing formula of Value-Added Tax which prescribed that every consumption within the state will be paid to the state.

“The tax bill is a law like every other law and it has to go through the normal legislative process. Right now, taxes from Bayelsa State are paid to Lagos State and I don’t want that to continue. When there is consumption of any goods or services from any state it should be calculated and paid to that state.

“Now there is an opportunity to review the tax laws, to correct the anomalies and that’s why I’m in support,” he added
The senator urged those opposing the bills to present their positions during the public hearing.

“I know there are states that are feeling that when they apply the new sharing formula, they will earn less. It is for them to raise those issues and bring the statistics. I don’t go by sentiments. I go by what is right and in the national interest.”

While the bills have passed a second reading in the Senate and been sent to the finance committee, the House of Representatives is expected to commence legislative work on them on Tuesday.
The two chambers may organise separate or joint public hearings on the bills.

After the public hearing, the committees will present the resolutions and recommendations to the Senate and the House for approval.

The lawmakers will make a final decision on the bills at the Committee of the Whole where the clauses of the bills will be debated and considered.

The northerners have used deception and bullying as their weapons. Zulum first stated that only Lagos would benefit from it; however, Lagos forfeited a large sum. How? 99.9% of industries have headquarters in Lagos, and if they follow the rule, Lagos will receive even more...but Oyedele cancelled it, claiming that everyone uses MTN and other services. Please tell us where these revenues are really coming from. Nobody will file taxes from just Lagos. File it in one location, but we will allow you to specify the exact revenue from each state. No more saying Lagos produces it all. And Lagos said it is fair. Zulum, Udume, and Atiku aren't seeing this oooo.

The issue here is that the north doesn't want to work at all. Later they changed their tone to Lagos and River will benefit.

What did we see? Ohaneze put in its vote to support it. Now, Bayelsa has voices out too to support it. North Central that have been cheated politically have supported it. Lol.

They said we should wait...now Weare seeing the outcome. Thank God for the social media. Guys, we may despise Tinubu, but he has the courage to initiate the reforms we seek. Let us criticize his bad policies while supporting the good ones. This is a good one that we should support because it leads to what we want.

Let me tell me what we should press for again.

1. Passing of these bills
2. An equal electoral system to the one used in the United States, so that low-population states can have the political power they deserve and the northern states do not continue to use overpopulation to win elections.


Results of these two things above:
1. We will have an accurate definition of fairness and equality.
2. We can then advocate for resource control.


If you have been posting stupid comments about this tax, you need to step back a d ask someone to explain again these bills to you. Go and watch Oyedele's youtube channels again and learn what these tax issues are about. Do not just oppose them cos you hate Tinubu.

If you are earning 70,000 to 100,000 or even up to 700,000 per month, it's a win for you. Ecsue you sre paying zero. Those earning millions per month are going to pay more than you now. This is a win for poor to average people.

It is a win for the average Nigerian to the poor. The rich are the ones crying now ans they are using illiterates to stop this. The way they habe been using you. Stop them now. Be wise for once...if you continue to oppose this, you will regret it later.

These bills are the first step toward enacting legislation that would prohibit the president from appointing the INEC chairman. Well, I don't know what's on that bill, I don't have access to it. I am not a senator or house of rep member. There is little or nothing I can do to change the dynamics.

But I will support any bill that will stop money from Lagos State,Rivers State or Southern Nigeria to be giving freely to any state in the North while they keep killing businesses with their nonsensical sharia law.

You can't destroy 11 million bottles of hero, star and Gordons and expect to get money from the same Alcoholic beverages you destroy every month.

That's parasitical and economic sabotage! It's time to face the reality of their actions.

They contribute nothing to the growth of Nigeria, but milk everything from Nigeria!

Petroleum industrial act reduce the percentage that should be given to the host states to measely 3%. The north accepted it and heaven did not fall.

Yes, this is one of the anomalies in present tax system which the tax reform bills will correct. Every money from oil and gas will no longer go to the headquarters which are mostly sited in Lagos state but this money will be directed to the site of production mostly river, bayelsa, akwa-ibom, delta and other sites of oil and gas production.

How does Dickson know the bill will favour Bayelsa? What is the consumption of Bayelsa like? Does he have the numbers? Bayelsa is the least populated state in Nigeria so he has to be sure what he's supporting is really in his state's interest. That's why I don't understand why the north are against the bill especially VAT derivation. I suspect they believe they are walking into a trap because of the lack of transparency in the derivation model. The present model favours states like Lagos. If the proposed model will run on consumption, it should favour Lagos and other highly populated northern states more since ordinarily, population should fuel consumption. So I still think what they want to see is the present consumption figures as tabulated by FIRS. I think that's what even Dickson should request for except if he already has the figures and it favours his state.

I'm a southerner and I'm against the bill. Don't make it about south vs north. The big problem with Nigeria is how we quickly tribalise issues without listening to the other side to know if their concerns are genuine or not.
The north have issues with VAT derivation. At least that seems to be the main thing they are fighting against. A lot of southern govs are also against the bill. So we should listen to all sides and be properly informed by asking the right questions instead of taking a position based on geographical location that does not add anything to you or the conversation.

A lot of people are mixing things up by taking production for consumption. VAT is a consumption tax not production. The question of parasites as y'all put it does not arise. VAT is actually a tax for the parasites grin grin
Ordinarily if the computation is done correctly, states with higher population should have more consumption. So that's why I still don't understand why the north is against that aspect of the bill giving their large population at least on paper except they mean their population is audio.
But be that as it may, we need to hear all sides and FIRS or NBS should release the present consumption statistics for VATable goods so we can have a better view of the issues and how to go about them.
