The full report is below. It is largely to do with food insecurity and high cost. Which makes sense. This is about regions as well not individual States. Bayelsa, with high unemployment and low IGR, is one of the States deemed near failed and unviable. It makes sense people there may struggle with affording nutritious food, fish and livetock. Same with Akwa Ibom.

The North cumulatively is poor cumulatively but has food and livestock. Naturally, food will be cheaper there and more abundantly available.
