I don't think Nigeria can operate closed system gutters now with the exception of Abuja.

A system has to be put in place to ensure that nylon and waste are periodically pick of street.

Actually every city in Nigeria can adopt closed drainage technology like other places around the world. Has nothing to do with Abuja.

Just close all the drainages and you end the issue of dumping refuse into it

Not soo I live in a developed nation n I see things.

They employ cleaners who Pick nylon daily.
In Nigeria especially high commercial area people sell n empty their trash in flood water while it rain.

Closing all drains will cause massive blockage. The people has to Change

To what county are they exporting it? That was a proposal under AGOA but it didn't happen.
What is special about manufacturing face mask locally that is now an achievement?
